Can i ask you if someone can send me the files to edit a scenario and a database, please?

Which scenario editor did you see listed in the manual?
If you look within your Harpoon3 folder, you should find a file with the name, "Harpoon3ScenarioEditor.exe"
Previous 3.6.3 version of the scenario editor might have the name, "H3ScenEdit_v3_6_3.exe"
These executable files are only for designing scenarios. They cannot perform any database editorial functions. To make any database changes, you might need another file, which may not have been included with the basic game installation.
To clarify the situation, please list the *.exe files you find in the Harpoon version you wish to use.
There are three game versions: H3 v3.6.3, ANW v3.9.4, and HUE v3.10.0
Each version is installed to its own folder.

Thank you very much for the answer, Herman, but i misspelled the name of my request.
I use the scenario editor tha come with the game, but i was looking for the Reimer Database Editor 3.9.4 that i can't find in every Harpoon site that i searched.
Can you help me to find it, please?
Thank You very much

There are three versions of H3.
H3 v363, ANW v394, and HUE v3.10
Each version has its own folder, individual game engine, scenario editor, and database editor.
Each version is somewhat incompatible with other versions.
Please indicate which version of H3 [H3, ANW, or HUE] you prefer to play.
You said that you were seeking Reimer editor v394. Is ANW the game version you prefer?
Once you start editing for a specific game version, it is difficult (but not impossible) to make scenarios playable for other versions.
Using the Reimer editor for HUE while trying to play the H3 version of the game will not work.

Actually im playing both the H3 363 because i implemented the "Complete_H3.6.3_Library" to the standard database.
I started to play the unpatched ANW version just from last year but i didnt find so many differences.
I did the right choice or i wronged something?
What do you think?

It is good that you did not mix the various versions. You have done the right thing by installing the two different versions (H3 and ANW) separately.
In my opinion, the main differences between the versions are:
H3 has many bugs (some can be avoided) and the most challenging/aggressive AI.
ANW fixes some H3 bugs, but also creates many more (most cannot be avoided). The AI is much less aggressive than H3.
HUE fixes some ANW bugs, but creates many more.
I play H3 whenever possible and only play ANW or HUE if absolutely necessary.
